Puntland Highway Authority

The Puntland Highway Authority (PHA) is the governmental body mandated with road maintenance and development in the Puntland state of Somalia, situated in the northeast of Somalia.

For the last 26 years, the Puntland Highway Authority PHA completed many road rehabilitation and upgrading projects on the central artery linking Puntland’s commercial hub of Bosaso with the capital administrative Garowe, and with the Galkayo and Las’anod, other significant cities in the state.

In 2021 and 2022, Puntland Government spent over 11 million dollars on sustainable road network maintenance projects, from the people of Puntland. The initiative, which is the first of its kind since the collapse of the Somali central government, resulted in tangible impact on the deteriorated main paved roads across Puntland.

What We Do!

Formulating policies for supporting the development of highways in Puntland including Promotion of the rehabilitation and reconstruction of existing roads, and their related services in the North-East area and controlling and supervising local, foreign, and joint-venture companies within the terms of concluded contracts

Dear Visitor, It’s my pleasure and great honour to welcome you to our website. We will post on this website regularly the critical information and updates of the Puntland Highway Authority (PHA).

In line with the government strategy for developing public infrastructure institutions, the Puntland Highway Authority focuses on two main thematic areas, which are strategically vital for road initiatives. First, the technical and administrative capacity development for PHA, and secondly, the enhancement of the rehabilitation and maintenance of the paved and gravel roads in Puntland.

Puntland Highway Authority’s communication strategy for road maintenance, rehabilitation, and development involves a holistic approach to engaging with all relevant stakeholders thoroughly and promptly. PHA is currently managing and overseeing major road rehabilitation projects across the main tarmac road between Bossaso to Garowe, Galkayo to Garowe and Garowe to Las’anod.

These projects are funded with locally generated government revenue and implemented by local private contractors under the technical supervision of PHA.The communication strategy recognizes that our road networks is the most important valuable asset which is critically essential for economic growth, social mobility and transport infrastructure.
