ABOUT THE ORGANIZATION
Puntland Highway Authority
The Puntland Highway Authority (PHA) is the governmental body mandated with road maintenance and development in the Puntland state of Somalia, situated in the northeast of Somalia.
For the last 26 years, the Puntland Highway Authority PHA completed many road rehabilitation and upgrading projects on the central artery linking Puntland’s commercial hub of Bosaso with the capital administrative Garowe, and with the Galkayo and Las’anod, other significant cities in the state.
In 2021 and 2022, Puntland Government spent over 11 million dollars on sustainable road network maintenance projects, from the people of Puntland. The initiative, which is the first of its kind since the collapse of the Somali central government, resulted in tangible impact on the deteriorated main paved roads across Puntland.
Mission
To effectively develop and maintain a safe and endurable national road system in the Puntland state of Somalia for economic development.
Vision
Our vision is to be the most advanced institution in the Horn of Africa that have sufficient capacity to develop and maintain sustainable roads construction projects in Puntland.

About PHA Chairman
Abdifitah Mohamed Sugule
Mr. Abdifitah Mohamed Sugule, the CEO of the Puntland Highway Authority is a highly qualified and experienced professional with extensive experience spanning over 15 years in institutional management, development, and leadership across the private sector, and non-governmental organizations, and public sector in Somalia.
He holds a Bachelor of Business Administration from the University of Medical Science and Technology- Sudan (2008). In addition, he has two master’s degrees; a master’s in Business Administration from the Open University of Malaysia (2012) and a master’s in Public Policy Management from SOAS University of London (2021)
Also, Mr. Sugule is currently undertaking a Ph.D. in Peace, Governance, and Development at University for Peace
About PHA Deputy Chairman
Abdirazak Mohamed Hayir
Mr. Abdirizak Mohamed Hayir, Deputy Executive Director of the Puntland Highway Authority, holds a Master of Arts in Journalism and Mass Communication from Indira Gandhi National Open University (IGNOU), India, and a Bachelor’s degree in Community Development from East Africa University. With over 12 years of experience in public and private sector management, Mr. Hayir has an extensive background in media operations. Additionally, he has completed various professional courses in Public Administration, Business Management, and Project Management, further enhancing his expertise in these fields.
